I would say this is one of the least valuable req 6 +11 energy off hands based on the attribute since fire magic doesn't really have much in the way for skills that are utility. It also has the issue of anyone running fire magic really would for the most part put more points since it is strictly damage based attribute. I can't give a PC since I am however interested in it for my collection of these. I'm not saying it isn't valuable but it most certainly is on the lower end for this style of collector item.
